revert PTransformID. transform.UniqueName splits metric across bundles

Previous PR tried to use transform.UniqueName to ensure Metrics are
aggregated per instance of a PTransform, however, further testing revealed it
was a uniquename per Bundle, yielding no aggregation across bundles. This PR
reverts it to the previous PTransform short-name approach.
