Work Description: riteshghorse opened a new pull request, #17449:

Add retries to connect to a testcontainer. Without retries,
`TestJDBCIO_BasicReadWrite` is flaky test as it depends on the start of
testcontainer. Python uses 3, I added 5 for Go SDK just in case.
