The Jira issue types are just defaults that it came with out of the box
(from ASF). IIRC we built another doc with the ones that we actually use, no? I
mostly care about *outage* vs *bug/regression* vs *improvement/FR* vs *task*.
Outage is just P0 bug right now but since we aren't fitting into the Jira box
we could have separate tags. The threshold I use for "bug" is that something is
not working as intended or is dangerous to use, so it doesn't apply to things
that are just unpleasant.
