custom environments for external transforms
URL: https://github.com/apache/beam/pull/8639#issuecomment-494729534

I don't think it makes sense for the caller to specify an environment for
the expansion service to use... What we could do, however, is enumerate a set
of known/preferred environments (enumerated in the existing components) which
an expansion service could use if it deems them compatible.

> The {{ExpansionService}} registers a default Docker JAVA SDK environment.
> Users should be able to specify other types of environment, i.e.
> Process/External/Embedded.
> We can add an {{environment_type}} field to the {{ExpansionRequest}} Proto
> message.
