custom environments for external transforms
URL: https://github.com/apache/beam/pull/8639#issuecomment-494800805

Being able to specify the default environment when starting the job service
/ expansion service may be a good option, and both are not exclusive. We
already have a few job service parameters that serve similar purpose.

> The {{ExpansionService}} registers a default Docker JAVA SDK environment.
> Users should be able to specify other types of environment, i.e.
> Process/External/Embedded.
> We can add an {{environment_type}} field to the {{ExpansionRequest}} Proto
> message.
