Remove the unnecessary enable_health_checker flag

It turns out the enable_health_checker flag introduced in PR #8681 is not
actually needed. This is because the current implementation of the runner
harness has already been set up to always response HTTP 200 (healthy) on port
8081, even though it never get pinged.
PR #8681 also fixed some style issue, so I am submitting this PR manually to
revert the changes.
