Yeah, dynamic work rebalancing support was already considered and it was
decided to go with the current approach as the first implementation. We should
re-consider adding support for dynamic work rebalancing again on top of this
ParDo based implementation when we have SDF (this is a critical performance
improvement that result in very significant real world performance improvements
for many users).
