[BEAM-9120] Make WordCountsMatcher a real matcher

Make `WordCountsMatcher` extend `TypeSafeMatcher<List<ShardedFile>>` rather
than `TypeSafeMatcher<PipelineResult>`, as is required for
`TestPipelineOptions#setOnSuccessMatcher`. Also update usage of
`WordCountsMatcher` in `WindowsWordCountIT` to just make assertions with it,
rather than using onSuccessMatcher.
