Remove use of @functools.total_ordering

This resolves errors about `Unsupported operand types for >= ("int" and
"Duration")`
mypy does not have support for `@functools.total_ordering`:
https://github.com/python/mypy/issues/4610
neither does pytype (couldn't find an issue for this, but I remember it was
mentioned on the pytype PR that was closed out).
