I looked up last Precommit builds that were requested on this PR, and the
last one seems to be 15h ago:
https://builds.apache.org/job/beam_PreCommit_Python_Commit/11013 , and it ran
against f78dd7d507cf3e6ffb60698a40b1f2b657665a61, but did not run against the
last commit on this PR. So I think sometimes Jenkins trigger commands don't
trigger anything...
