[BEAM-8335] Make TestStream to/from runner_api include the output_tags property.

The TestStream has the "output_tags" property which keeps track of which
events go to which PCollection. A TestStream going through a round-trip to/from
proto won't have these fields set. To do this, a modification to the
from_runner_api_parameter is needed to include the parent PTransform proto to
retrieve the information from the outputs.
