I'm not sure what you mean by "in Apache". I think:
* the code MUST be Apache-licensed;
* the code SHOULD be in an ASF project;
* the code MUST be easily runnable on any developer's machine;
* running the suite MUST be a pre-requisite for any release;
* the code could SHOULD be run in Apache infrastructure on a regular basis.
