That is the approach I think we are going for and then going to constrain 
builds of images to only those releases voted on and approved by the community. 
 Looks like a ticket to INFRA will aid in getting the Github mirror 
appropriately integrated with https://hub.docker.com/r/apache/ based on my JIRA 
sleuthing such as this
