The correct result is {{'2012-01-01 00:00:00'}}. CEIL never moves backwards;
FLOOR never moves forwards.
Now, {{CEIL(CEIL(x TO WEEK) TO YEAR)}} has no easy simplification, because a
week may straddle a year boundary.
