Not shutting down the cluster might explain what I am seeing.

Is the cluster running in a separate process? (Separate JVM?)

Maybe you can reproduce by running the calcite tests multiple times with 
different JDKs.

Unlike [~michaelmior], I don't think we should merge this PR (or CALCITE-2428) 
just yet. I would like the issue solved before we merge to master.
