Wow, what a mess. If anyone was wondering why we have standards...

How about calling this function ORACLE_CHR in terms of the name of Java fields 
etc., so no one is in any doubt that we intend it to be consistent with Oracle 
semantics. It would appear in SQL as CHR, but only if you have fun=oracle. We 
could later add MYSQL_CHAR and MSS_CHAR and MSS_NCHAR.
