Technically it already "depends" on
[FrameworkConfig|https://github.com/apache/calcite/blob/master/core/src/main/java/org/apache/calcite/tools/RelBuilder.java#L194]
(from {{create}} factory method). However, it is not a constructor dependency.
Perhaps the problem is not in RelBuilder but view expansion (since it requires
"quite a lot of context") ?
