OK, we can make that work. The test would need to no-op if the C++ native
library is not available. Go ahead and write a PR that assumes that the C++
native library is available. Include instructions for reviewers to install the
C++. If it only works on certain platforms that's fine. macOS or Linux would be
preferred.
