Current problem is not how to get the {{isOptional}} flag to decide if to patch
up with {{DEFAULT}}s, it is "which kind of function should have patching up
defaults behavior", for now code base, it seems that for a named function call,
we always do that(e.g. the {{SqlUserDefinedFunction}} and
{{SqlUserDefinedTableMacro}}).
It seems not necessary to patch defaults for built in functions, such as the
window TVFs.
