[~mmior]I think Github has introduced the ability to rename the default branch:
https://github.com/github/renaming#rename-existing
I don't see any way to rename the default branch for apache repos from the web
though, only non-default ones. Perhaps we might need to ask infra for help with
this one. In any case I think the time is ripe for proceeding with this change.
