The table below summarizes what happens when we run some variant of a {{GROUP
BY constant}} query in the databases discussed so far in this JIRA.

[~jhyde] If I understand well your last comment your suggestion is to always
use the rewriting with the dummy table when a database (e.g., Redshift) does
not support {{GROUP BY TRUE}}. Is that right?
