The analogy with JavaCC isn't a good one. There is no code from JavaCC checked
into Calcite's source repository (or included in our source distribution)
whereas when I installed Jekyll it generated a bunch of files - such as
{{_pyments.css}}, which you noted in CALCITE-6099 - that I needed to add to
source control.
That's what I was trying to capture when I amended {{NOTICE}}. But I now agree
with you (and CALCITE-6099) that I should have instead amended {{LICENSE}}.
