The JAR is not optional, you have java imports in the source code. The compiler
cannot compile if the JAR is missing and the code cannot either run at runtime
without the JAR on the classpath.
ASF does not do any tricks. You should be able to use the component as-is
without having to install or do something extra to make it work. If that is
required then ASF will not accept that. Only if the JAR is some 3rd party
add-on that is not the primary function of the component it may be possible.
