Need to upgrade existing running secondary storage vm. I think this issue 
should be fixed by https://issues.apache.org/jira/browse/CLOUDSTACK-1151.
If old secondary storage vm running, when adding secondary storage, mgt server 
will send a command to the agent running in the old system vm, and the agent 
will report incorrect data to mgt server, this is where the "data center is 
null" error message coming from.
