Hi Rayees,
I have added a patch which contains a small code correction related to cleanup
of resources. self.vpc_off was added twice in cleanup instead of just vpc_off.
This may have lead to cleanup not being done properly. I hope this change will
help.

However, I could not reproduce this issue in Citrix env too without above
change. The accounts were being cleaned up irrespective of above change.
Can you please attach any management server log that may help us in finding out
the exact reason at your end?
