I don't understand this. After #2, there is no cache storage for zone1, ssvm is
already up in zone1. In spinning up ssvm in zone2, I don't understand why it
will go to look for cache storage in zone1? Based on our implementation, it
should look for cache storage specific to zone2, which should be there. Have
you tried the above steps and seen any issues? If so, please file a different
bug for this particular issue.
