Hi Jessica,
It seems UI and API field names are different
for example

In UI field name is "Dynamically Scalable"
Correcting it as per recent UI
1-parameter name is "enable.dynamic.scale.vm" you can find it in zone settings
and Global settings.
2-when vms are in stopped state go to vm Details tab there you can find
"Dynamically Scalable"
