Only after that the internal lb rule can be created for this network. The section describing creating the tier using internal lb offering, should be added. Now its missing. Also mention that you can have more than one tier with internal lb support inside the VPC * 15.27.11.2.4. "Creating an Internal LB Rule" #6 - "Source IP Address" field is optional.
