Following needs to be added to the doc:

* The fact that multiple tiers inside the VPC can have internal lb support
* Only one tier can have Public LB support
* Internal LB and Public LB are mutually exclusive on the tier - IMPORTANT
* go through the rest of limitations listed in
https://cwiki.apache.org/confluence/display/CLOUDSTACK/Internal+Load+Balancing+between+VPC+tiers
and add them to the guide
* Have to add a section describing how Admin can manage Intenal lb vms in case
something goes wrong - via the Infrastructure page
