UI used to send "specifyIpRanges=false" to createNetworkOffering API when
guestItType is Isolated.
(before 2014-06-11)
UI was changed to not send it because server-side's default value of
specifyIpRanges is false, so no need to send the same value.

The UI change of "sending specifyIpRanges=true to createNetworkOffering API
when guestItType is Isolated" is wrong.
(at 2014-09-08) (CLOUDSTACK-6624)
Isolated network does NOT support "specifyIpRanges=true".
