You are allowed to send specifyIpRanges=true while creating network offering
for isolated networks. One can use something like cloudmonkey to verify this
against 4.4/4.5/master.
Perhaps because other changes and UI fixes related to this are not on 4.3; on
4.3 branch this fix works, I'm able to create an isolated networks with
specifyIPranges and specifyVlan to true. I cannot confirm the same on
4.5/master branches.
