I added some unit tests.
you can test it via api:
command=updateVmNicIp&response=json&nicId=92ad2e8b-f8d8-4aec-a975-16ee1e4ef0fe&ipaddress=10.1.43.20
or on UI (Instance -> select one -> NICs -> icon for each NIC)
1. the ipaddress is optional
2. This applies to Isolated network or Shared network.
