@ustcweizhou Some questions.
1. Is updateVmNicIp API admin only?
2. How the caller knows if the IP address is available and what is the CIDR
associated with the network?
3. If the IP cannot be allocated what happens? What if concurrent API calls
are made with same IP address for different nics?
4. What if there are existing network rules with the old IP? Are they all
cleaned up?
