Right, 1. isn't foolproof. Personally I'd prefer 2. That would mean trying our
best not to change the sandbox-parent unnecessarily. Keeping sandbox components
inheriting from a release sandbox-parent. Instead of adding stuff to
sandbox-parent SNAPSHOT, we would add them to the components pom first, with a
comment saying that this should be added to the parent at a later point in
time. Then occasionally we merge all of these changes from the sandbox
components into the sandbox parent, remove them from the component poms,
release the sandbox-parent and update the sandbox components' poms accordingly.
Apart from maintenance there is no harm in adding a snapshot repo in every pom,
that's why I reopened this issue. I had simply misunderstood the prerequisites.
