In Fedora Linux, we have a requirement to build an OSGI-ified commons-codec
from source using ant because the required components of maven are not yet in
Fedora.
OSGI manifest information apparently gets generated with the maven build but
not with the ant build. As a workaround, we currently just patch the manifest
file.
