of its file formats).

I decided to not have commons-geometry depend on commons-text since the
commons-geometry IO classes do not _need_ these format capabilities. They are
perfectly functional just using {{Double.toString}}, which is the default
behavior. (This also has the benefits of being very fast and of not losing any
precision when writing the output.) However, users can opt-in to the
specialized formats by including commons-text and passing these formatters to
the geometric IO classes. Users might choose to do this for several reasons,
such as
- obtaining more control of the output format,
- reducing file size (by limiting the max precision),
- preventing output of extremely small numbers close to zero,
- etc.

> [DoubleFormats|https://github.com/apache/commons-geometry/blob/master/commons-geometry-io-core/src/main/java/org/apache/commons/geometry/io/core/utils/DoubleFormats.java]
> utility class in the {{commons-geometry-io-core}} module that produces
> standardized string representations of doubles for use in text-based data
> formats. It has the following features:
> - It is completely thread-safe.
> - It produces string in scientific, engineering, plain, or mixed (plain or
> scientific depending on value) formats.
> - Performance is comparable to {{DecimalFormat}} and {{BigDecimal}}.
> As mentioned on the dev mailing list, I believe that this class has broader
> applicability than just geometric data formats and would be a good fit for
> commons-text.
