This does not breaks anything, so it is not a breaking change. Otherwise any new requirement of a library would be "breaking" what is not very practical. And > 5 years are enough times to adopt, how long would we like to support R6 frameworks for no benefit? As said anyone can use an older version of the lib as these are using an older OSGi framework. Also this argument is often brought up I don't understand what it brings in practice, lets assume we would have made a major release you will have the same compatibility issue for you.
