What about adding the concept of an exception handler similar to what
java.lang.Thread provides? IOUtils could provide a new closeQuielty(<T>
closeable, IOExceptionHandler<T> handler) method whose implementation invokes a
handler callback method upon receiving an IOException.
With this, users are free to implement IOExceptionHandler as they desire to
satisfy any diagnostic needs they have.
