URL: https://github.com/apache/commons-lang/pull/1816

The Javadocs for `CharUtils.toIntValue(char, int)` and
`CharUtils.toIntValue(Character, int)` incorrectly say that nonnumeric
characters cause an exception. Both overloads return the supplied default value
instead, as their implementations, examples, and existing tests show.

Update those two descriptions to state that non-ASCII-numeric characters
return the default value. For example, `CharUtils.toIntValue('A', -1)` returns
`-1`.

Validation: ran the default Maven build on Temurin JDK 25. The test suite
reported 96,021 tests, zero failures, zero errors, and 16 skipped; all 27
CharUtils tests passed. The Javadoc build and the default quality checks
passed. No new tests are needed for this documentation-only correction; the
fallback behavior is already covered.

   - [x] Read the contribution guidelines and ASF Generative Tooling Guidance.
   - [x] AI assistance disclosed: OpenAI Codex identified the mismatch, updated
the two Javadoc descriptions, ran validation, and prepared this PR under the
contributor's direction. The commit includes Codex attribution.
   - [x] Run a successful build using the default Maven goal.
   - [x] Describe the change and its purpose.

No Jira ticket is included, following the contribution guide's exception for
trivial Javadoc corrections.
