Sorry, but I don't see that the code is related to DataInput/DataOutput.
The only common factor is that they both use the same byte ordering, i.e. MSB
(most significant byte) aka "network byte order".
I'm also not sure it is particularly IO-related.
If it does not belong in Lang, it perhaps belongs in Codec, but that brings in
a lot of stuff that is not really related.
