All the POM url entries would need to be reverted, and all the sites
regenerated unless some way was found to move the existing ones and adjust all
the internal links to the pages currently above /proper in the hierarchy.
We are lucky in that these links are mainly at top level, and it seems that
additional ../ levels are ignored, so it might not be necessary to adjust all
the links immediately.
Also, some links (e.g. in index.html pages) have been changed to use the
/proper/commons-name format.
These would also need to be changed back.
However this could be done at leisure, assuming that the reverse Redirects were
in place.
I do agree that the new URLs are harder to use.
