I think we should support only JEXL 2.1.1 with removing JEXL 1.1 support from
SCXML 2.0 because all the syntax seems to be backward compatible (with only one
deprecation of 'foreach'). [1] Commons Configuration also did this already. [2]
I will review Henri's first patch and try to apply it with the latest JEXL
2.1.1.
