I find it odd the SCXMLReader ignores and only warns about unknown custom 
actions (within a known namespace).
Seems to me the SCXML document cannot be properly executed then, so why not 
reporting it as an error?
Is there anything in the spec saying such errors should be ignored?
If not, I would suggest hardening the behavior and make it an error instead.
