Yes, the user guide is now contained within the Javadoc summary of the
{{org.apache.commons.lang3}} package. This change was made during January of
this year (see LANG-939). The contents are identical to what was originally
found on the website.
As an alternative to raising an issue for such a question, you are also welcome
to contact the [mailing
lists|https://commons.apache.org/proper/commons-lang/mail-lists.html].
