The issue summary for FILEUPLOAD-217 says

"drop JDK1.3 support and update to Java5"

and the body of the issue mentions Java5.

Taken together I read these as implying that the minimum supported Java version 
is 1.5.

Do you have a use case that really needs Java 1.4?
