commons parent skips maven-remote-resources-plugin plugin so remote
notice/license are not added to the project (which is the behavior of apache
parent pom). This means when creating a commons project if you don't redefine
this plugin to not skip it then you miss these files.
If there are duplicated files it means some commons project should be fixed but
not the parent IMO
