IMHO downloading these files looks wrong to me. NOTICE is potentially different
for every project depending on the code it integrates. It shouldn't be
downloaded from a common source. LICENSE on the other hand is the same
everywhere, but I think it should still be present at the root of the source
repository. This is an important element especially when the project is
mirrored on Github for example. The license should be clearly visible and not
downloaded or generated dynamically.
