Actually, what I had in mind is something that would run on Github and give 
some hints about what to check.
The Jenkins job can only see the code once it has been pushed to the Apache 
repository...
Of course, if you find that some useful report can be generated, it is good 
too,  but this issue is about helping the generation of "clean" pull requests.
