But please post about this on the "dev" ML, explaining why these changes or new 
dependencies are necessary.

A big issue is that a new major version of CM has been under development for a 
long time (in the "master" branch of the git repository). On the one hand, it 
contains enhancements and bug fixes, but on the other, it has become largely 
unsupported (cf. discussions on the "dev" ML).
I'd be wary to enlarge the audience of CM v3.6.1 (which is also unsupported) 
and getting duplicate bug reports; IMHO, it would be better to work
* on the new Commons components that replace some of the CM functionality (see 
e.g. [Commons RNG|http://commons.apache.org/rng] and
* on how to modularize the development version of Commons Math (so as to 
release the supported modules)

Hence I'd suggest that you look at the contents of the "master" branch and base 
your proposal on it.
There are possibly other alternatives; but until now, no active contributors 
have stepped up to provide actual work.
