This looks like an interesting goal.
In line with my last comment, I'd favour experimenting first with a small and
"up-to-date" component; I suggest exploring whether this can be done with the
[random number generation library|http://commons.apache.org/rng], in a
backwards-compatible way (i.e. for the current "master" branch, in preparation
for releasing v1.1).
If you are interested, please file a report on that component's [bug-tracking
project|https://issues.apache.org/jira/browse/RNG].
